February Report

Marshall County’s Teen Court Report

Please list the Community Coalition that you work under within your county and current contact information for you and that coalition.

The Marshall County Anti-Drug Coalition is serving as the advisory board for the Teen Court. A list of advisory board members and current contact information was submitted in December 2006.

Please list your partners / advisory board members for Teen Court and the agencies/sectors they represent.

How much money our county expects to get for Teen Court.

At this time, we do not know how much money Marshall County expects to get for Teen Court.

Hurdles / Obstacles that you have had trying to implement your Teen Court.

We have had a difficult time setting up meetings with one key stakeholder (judiciary) because one of the Circuit Court judges was on medical leave for an extended period of time, leaving the other judge’s docket quite full. Fortunately, On December 13, 2006, Stacie Dei, Sheriff Gruzinskas, and I met with Judge Mark Karl and his law clerk in order to inform him about Teen Court and ask for his support. At that meeting Judge Karl indicated that he supports the development of a Teen Court program in Marshall County. Judge Karl agreed to talk to Judge Madden about Teen Court and ask for his support as well. Having obtained the support of the judiciary, the Advisory Board will now be able to move forward with development.

We are planning a Teen Court informational session in April 2007 for key stakeholders. We hope to implement the Teen Court program sometime in 2007.

Tucker County's Teen Court Report

The Tucker County Coalition serves as the advisory board for Teen Court. If you need a complete list let me know.

How much money our county expects to get for Teen Court.

In January Tucker County passed the $5 increase to all court costs. It went into effect March 1. We expect to generate $5,000 a year from this and are in the process of seek additional grant funds.

Hurdles / Obstacles that you have had trying to implement your Teen Court.

The biggest hurdle in February was snow. School was only in session four days the entire month. Hopefully we can get the kids together in March to begin the attorney training.

Timeline for implementation

We are planning on starting the Teen Court meetings after school in March and will plan a Saturday training session. We hope to have a Mock Trial in May 2007.

Also in March the Advisory Board will meet to go over the regulations for the Tucker County Teen Court Program.

Jefferson Report

Our Coalition lost Natarsha Daniels as she took a job in Virginia. We are still anticipating $ 25000 in funding when all is in place.

The weather and an overextended Director have hindered the process in Jefferson County. I have enlisted Felicia Stevenson in our office to help get things moving again. She has close ties to juvenile probation. Hopefully with fewer snow days and no teacher work stoppages we can get the process going.

Hi,
I'm Julie Surbaugh from Webster County. We're in the process of setting up Teen Court. During January and February, I met with some students from Webster County High School. They are really excited about the idea of being involved with their peers in a court process. We are working on establishing a community based court but are looking at starting in the school system to deal with truancies. We are hopefully going to attach the training to Civics' class.

Previously, a local attorney has agreed to be the sitting judge.

Clay County’s Teen Court Report

Clay County’s Drug, Alcohol, Tobacco, Education Partnership (D.A.T.E.) is serving as the advisory board for Teen Court.
Clay County community members are very supportive in the Teen Court endeavor. All parties (School system, probation officer, prosecuting attorney office, Clay County Commission) are excited about the project. The proposed 5 dollar fee was passed by the County Commission last October; however, the County Chef Judge will not allow the County to add the fees to the fines and is not on board with Teen Court. The partnership has worked closely with the prosecuting attorney office to set up meeting with the Judge, but to date; all have been canceled do to various reasons. Our Judge, is the same for Webster and Braxton Counties, what are these Counties doing to sway the Judge to support Teen Court? Any ideas for us would be greatly appreciated.

The HOPE Coalition needs to meet with the Board of Education again to discuss the possibility of Teen Court for Mount View High School. They have been having some problems of late and may be open to the possibliity now.

Our problem has been finding a volunteer judge.
